Quantum physics has come a long, long way from where it is today. Research foundations in the twenty-third century discovered that every human being has a "quantum output," or energy field of their own, that they manipulate by their actions. Those particularly in tune with this field could use it to manipulate their surrounding environments- using it to levitate, perform telekinetic acts, and even save lives by stemming the flow of blood to severe injuries.
Two hundred years later, this science is taught only to Hunters' Guild members, to further enable them in their hunt for criminals. Those who specialize in quantum manipulation are referred to as "Mages" for the fact that their talents seem mystical, even supernatural, to those who do not understand the nature of their powers.
Quantum energy is generated and focused by the wielder's brain, and projected using a portion of their own physical stamina. Depending on the user's attunement to their energy field- and the fields of their environment- this portion drawn may be severe, or minimal, and also depends on the degree of extremity their action takes. It would be easier to stem the blood to one's severed finger than it would to stem the flow to a broken artery, for instance- and it is always easier to manipulate things within your field of energy than outside of it. For this reason, being close to one's target is important.
Quantum manipulation is virtually limitless in its potential, but it cannot affect the target's mind- or, indeed, any human's skull. The interference from their own quantum output is too great for any but the most accomplished Mages to overcome.
